A high quality MPEG-4 AVC/H.264 Baseline Profile Video Encoder optimized for Texas Instruments TMS320DM648 Digital Media Processor.
H.264 clearly out-performs older video coding standards such as MPEG-2 and MPEG-4 Part2.
The syntax of the H.264 standard is designed to support flexible and robust transport over a range of networks. This video coding design with its enhanced compression performance, addresses both conversational (video telephony) and non-conversational (storage, broadcast or streaming) applications offering outstanding levels of quality at the lowest bit rates.

·Supports Baseline Profile @ Level 3 of the MPEG-4 part 10 visual standard. (ISO/IEC 14496-10, ITU-T H.264)
·Supported Bit Rates: up to 8000 kbps.
·Configurable and dynamic frame rate encoding: up to 25 fps for PAL and 30 fps for NTSC. Supports up to 4-decimal accuracy for target frame rates.
·Image resolutions: QCIF (176x144), SIF (320x240), CIF (352x288), D1 (720x576) or any multiple of 16x16 up to D1 (720x576).
·Frame Type: Progressive or Interlaced input frame type are supported but there are no specific tools included in the algorithm for the last one to be compliant with the standard.
·Input Frame Format: YCbCr 4:2:0.
·Advanced and Adaptive Rate Control mechanism with scene change detection, providing up to 3 Rate Control Modes including Constant Image Quality (Constant Q), Constant Bit Rate (CBR) and Variable Bit Rate (VBR).
·Supports some dynamic encoding parameters changes, like input resolution, Rate Control mode, bit rate, frame rate and GOP size.
·Configurable for video surveillance, streaming or storage applications.
